3、投标人资格要求
投标人应具备的资格或业绩:投标人资格和业绩要求：
Qualification and Achievement requirements for the bidder
投标人需提供以下文件
The following documents must be provided
*(1)投标人须按招标文件第一册第四章格式IV-9.资格证明文件格式的要求填写和提交有关资料。
*(2)投标产品原产地在关境外的投标人必须是制造商；或者是制造商直接授权的代理商（进口产品开标前未进入关境内的，投标人必须是在关境外注册的公司；进口产品开标前已进入关境内的，投标人必须是在关境内注册的公司），代理商投标需具备以下条件：
①必须提供制造商对本次投标的唯一正式授权书；
②投标人在当地依法登记注册的时间距开标日满三年，需提供营业执照等注册登记的有效证件复印件；
③距开标日三年内，投标人须具有同类产品至少一个销售业绩，需提供证明其销售业绩的合同或订单复印件（提供至少1份合同或订单复印件）或用户证明，并由投标人代表签字或盖章。
*(3)投标产品原产地在关境内的投标人必须是制造商（不接受代理商投标）。
*(4)投标人开户银行在开标日前三个月内开具的资信证明的原件或该原件的扫描件（由投标人代表签字或盖章）。
*(5)投标人未被纳入中石油集团公司供应商、承包商、服务商黑名单（集团公司供应商、承包商、服务商黑名单可在石油招标投标网/www.cnpcbidding.com查询）。
*(6)第八章中要求的其他合格的资格证书。
(1)All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information；
(2)The bidder whose product origin is outside the customs must be the manufacturer; Or the agent directly authorized by the manufacturer. The agent shall meet the following conditions for bidding:
①The bidder should provide a letter with original sole official authorized by Manufacturer for the bid；
②The Agent shall get registered in accordance with the local law for at least three years from the bid opening date and copies of valid registration documents such as business license shall be provided;
③The bidder shall hA/Ve at least one sales performance for similar products within three years from the bid opening date. Copies of the contract / purchase order evidencing its sales performance or Certifications from Enduser should be provided and signed or sealed by the Bidder;
(3)The bidder whose product origin is within the territory of the Customs must be the manufacturer (agent bidding is not accepted)
(4)The Bidder shall provide the original or copy of the credit certificate issued by the bidder's Bank of deposit within three months before the bid opening date (The signature or sealing by the respective of bidders is needed)；
(5)Bidders are not included in CNPC Suppliers, contractors, service providers blacklist (Suppliers, contractors, service providers blacklist show at www.cnpcbidding.com)
(6) Other Qualification and Achievement requirements stipulated in Chapter VIII.
