一、采购项目内容
北京市平谷区、北京市规划和自然资源委员会作为主办单位，北京市规划和自然资源委员会平谷分局、北京平谷农业科技园区管理委员会作为承办单位现举办“·平谷农业中关村科技园区城市设计方案国际征集”活动。本次方案征集活动将公开邀请具有相关规划设计经验的设计机构前来申请应征，提交资格预审申请文件（以下简称“申请文件”）。通过资格预审选取4个应征人参加征集活动，并提交应征设计成果。
Pinggu District People's Government of Beijing Municipality and Beijing Municipal Commission of Planning and Natural Resources as the Sponsors, together with Pinggu Sub-Bureau of the Beijing Municipal Commission of Planning and Natural Resources and the Beijing Pinggu National Agricultural Science and Technology Park Management Committee as the Organizers, are currently holding the "International Solicitation of Urban Design Proposals for Zhongguancun Agricultural Science and Technology Park in Pinggu, China.” Design entities worldwide with related planning and design experience are publicly invited to participate and submit the Application documents for Prequalification (hereinafter referred to as “Application documents”). The Sponsors will select four final applicants as Participants for solicitation of proposals and for them to further submit their design proposals for response.
1. 项目概况
1. Project Brief
1.1项目名称：·平谷农业中关村科技园区城市设计方案国际征集。
1.1 Project name: International Solicitation of Urban Design Proposals for Zhongguancun Agricultural Science and Technology Park in Pinggu, China.
1.2项目位置：位于北京市平谷区峪口镇中心区南部（PG04-0102 街区），南至峪达路，西至规划峪丰路，东至蔡兴路，北至冠宇前街及规划农创街。
1.2 Project location: Located in the south of the central area of Yukou Town, Pinggu District, Beijing (Block PG04-0102), it is bordered by Yuda Road to the south, planned Yufeng Road to the west, Caixing Road to the east, and Guanyu Front Street and planned Nongchuang Street to the north.
1.3 项目规模：区域统筹研究范围：峪口镇中心区集中建设区及周边国际化社区地块，约359公顷；核心区详细设计范围：·平谷农业中关村科技园区及农业中关村会客厅，约115公顷。
1.3 Project scale: The scope of regional integrated research: the concentrated construction zone of the central area of Yukou Town and the surrounding plots designated for internationalized communities, spanning an approximate area of 359 hectares. The detailed design scope of the core area: the Zhongguancun Agricultural Science and Technology Park in Pinggu, China, as well as the Agriculture Zhongguancun Reception Hall plots, spanning approximately 115 hectares.
1.4 规划设计任务：
1.4 Design Specifications:
（1）区域统筹研究。建设·平谷农业中关村高新技术产业示范区，聚焦农业科技创新产业的核心区域，依据峪口镇现状条件和周边农业资源情况，统筹研究镇中心区及周边地块功能布局安排，突出宜居宜业、绿色低碳、智慧农业、国际交往、生态韧性等特征，打造服务高科技人才、优质均衡的公共服务体系和平衡合理的职住关系，优化农业创新创业环境，建设绿色便捷的交通系统与智能低碳的基础保障体系，并对农业中关村学校、国际化社区等重要节点进行研究，提出设计引导要求。
（1）Regional Integrated Research. The objective is to establish the China Pinggu Agricultural Zhongguancun High-Tech Industrial Demonstration Zone, with a primary focus on advancing the agricultural science and technology innovation industries. Considering the present conditions of Yukou Town and the surrounding agricultural resources, a comprehensive study is undertaken to plan the functional layout of the town center and the surrounding areas. The development places emphasis on key aspects such as enhancing livability and business-friendliness, promoting green and low-carbon initiatives, fostering smart agriculture, facilitating international interactions, and ensuring ecological resilience. The goal is to cultivate a public service system that caters to high-tech talents and promotes high-quality balanced services, and establish a balanced and reasonable work-life relationship for residents. In pursuit of this, efforts are being made to optimize the agricultural innovation and entrepreneurship environment, develop a green and convenient transportation system as well as intelligent and low-carbon infrastructure, carry out research on important nodes such as the Zhongguancun School of Agriculture and internationalized communities, and propose design guidance requirements.
（2）核心区详细设计要求（编制深度满足修建性详细规划阶段的城市设计深度）。综合考虑园区功能定位和发展目标，以高新技术引领高质量农业发展，明确产业定位，研究利于创新资源集聚的产业业态和功能配比，促进科技产业深度融合；对标世界一流科技园区，打造农业“高”科技的风貌形态，构建产城融合的空间布局，为各类创新主体提供良好的科创空间及配套设施，编制详细设计方案，明确各地块建筑功能及各项规划指标，构建绿色活力的公共空间，强化能源循环，建设智慧友好的科技园区；开展农业科技创新应用场景分析，统筹园区内外特色资源要素，建立农业景观生态系统，形成科研创新生产要素和非建设空间管控的有机统筹，实现绿色、低碳、韧性的农业田园小城镇特色风貌。
（2）Detailed design requirements for the core area (The level of details meets the requirement of urban design at the site plan stage). By comprehensively considering the functional orientation and development goals of the Park, the objective is to lead high-quality agricultural development through the utilization of cutting-edge technologies, clarify the industrial positioning, study industrial forms and functional composition that encourage the aggregation of innovative resources, and promote the in-depth integration of science and technology industries; benchmark world-class science and technology parks, create an appealing and distinctive image for high-tech agriculture, establish a spatial layout that integrates industry with urban areas, provide exceptional innovation spaces and supporting facilities for diverse innovative entities, formulate detailed design proposals, determine the architectural functions and planning indicators of each plot, foster green vibrant public spaces, enhance energy circulation, construct an intelligent and environmentally friendly science and technology park; conduct analysis on agricultural science and technology innovation scenarios, coordinate unique resource elements within and outside the Park, establish an agricultural landscape ecological system, achieve a harmonious balance between research and innovation production elements and non-construction space control, and materialize a green, low-carbon, and resilient agricultural town with a distinctive and captivating character.

4. 应征申请人的资格
4. Eligibility and Qualifications of Applicants
4.1应征申请人（以下简称“申请人”）应为合法注册的法人实体或由合法注册的法人实体组成的项目联合体。
4.1 Any prequalification Applicant (hereinafter referred to as "Applicant") shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that hA/Ve been legally incorporated in accordance with laws.
4.2应征申请人应具有承担本征集项目规划设计的专业技术能力。
4.2 Applicants should possess the professional technical capacity to undertake the planning and design of this solicitation project.
4.2.1中华人民共和国境内的设计机构应具有政府有关行政主管部门核发的：城乡规划编制甲级资质或建筑行业（建筑工程）设计甲级及以上资质；
4.2.1 Design entities within the People's Republic of China should hA/Ve the following qualification issued by the relevant government administrative department: a qualification certificate of Grade A for urban and rural planning or a qualification certificate of Grade A for architectural design (architectural engineering) or above;
4.2.2中华人民共和国境外的设计机构应依其所属国或所属地区的管理规定具有城市规划或建筑设计的执业许可或经营许可。
4.2.2 Design entities outside the People's Republic of China should hA/Ve a practice license or business license for urban planning or architectural design in accordance with the national or local administrative regulations.
4.3 香港、澳门特别行政区和台湾地区的规划设计机构的资格要求参照境外设计机构资格要求的规定。
4.3 The qualifications for planning and design entities from Hong Kong and Macau Special Administrative Regions as well as Taiwan shall refer to the requirements of qualifications for design entities outside the People’s Republic of China.
4.4本项目接受联合体应征。
4.4 This Project accepts applications from Consortia.
4.4.1 联合体的各成员应共同签署一份联合体协议。
4.4.1 Members of a Consortium shall jointly sign a consortium agreement.
4.4.2 组成项目联合体的各成员单位不得再以自己的名义单独申请资格预审，也不得同时加入本项目其它联合体申请资格预审。
4.4.2 Any partner of the Consortium shall neither individually apply for the prequalification in its own capacity, nor concurrently apply for the prequalification as a partner of another Consortium.
4.5 除联合体内部的成员外，参加征集的应征人之间不应存在关联关系。
4.5 Except for partners of a Consortium, the Participants in the solicitation shall not constitute or bear any affiliations.

有意向参加应征的申请人需先在北京科技园拍卖招标有限公司网站（www.bkpmzb.com）下载资格预审文件领取登记表，填写完成后以Word版本发送电子邮件至征集指定邮箱kjysanbu@163.com或递交至征集组织机构，征集组织机构收到登记表后，再将资格预审文件的下载密码发送给申请人。
Applicants who intend to participate in the solicitation for design proposals must first download the registration form from the website of Beijing Science Park Auction & Tender Co., Ltd. (www.bkpmzb.com). After completing the registration form, Applicants should email the Word version to kjysanbu@163.com or submit it to the Organizer of Solicitation. After receiving the registration form, the Organizer of Solicitation will send the download password of the Prequalification documents to the Applicants.
获取资格预审文件的时间为2023年8月7日至2023年8月16日17:00（北京时间，下同）。北京科技园拍卖招标有限公司网站将于2023年8月7日开通。
The date for obtaining Prequalification documents is from August 7, 2023 to 17:00 on August 16, 2023 (Beijing Time, the same below). The website of Beijing Science Park Auction & Tender Co., Ltd. will be accessible on August 7, 2023.

申请文件递交的截止时间为2023年8月22日中午12 时00分，申请人应在递交截止时间之前将申请文件递交至征集组织机构。主办单位、承办单位和征集组织机构将拒绝接收逾期送达的申请文件。
The deadline for submission of Application documents is 12:00 noon on August 22, 2023. Applicants shall submit such documents to the Organizer of Solicitation before the deadline. The Sponsors, Organizers and the Organizer of Solicitation will reject any application documents that arrive after the specified deadline.

7. Media Releasing Announcement on Prequalification
本公告在招标投标公共服务平台（www.cebpubservice.com）、政府采购网（www.ccgp.gov.cn）、北京科技园拍卖招标有限公司网站（www.bkpmzb.com）同时发布。本公告的修改、补充以在以上网站发布的内容为准。
This announcement will be published on the China Tendering and Bidding Public Service Platform (www.cebpubservice.com), China Government Procurement Network (www.ccgp.gov.cn) , and the website of Beijing Science Park Auction & Tender Co., Ltd. (www.bkpmzb.com) at the same time. The amendment and supplement of the announcement shall be subject to the contents released via the websites aforementioned.

8.1知识产权
8.1 Intellectual Property Rights (IPRs)
8.1.1本次方案征集中接收的所有有效的应征文件（包括A3版面设计文册、A0标准轻质展板、电子文件和应征设计方案著作权声明等）均不退回。
8.1.1 All valid response proposals (including the A3 sized design book, A0 standard lightweight exhibition panel, electronic documents, and the Copyright Statement of Design Proposals) received in this solicitation will not be returned.
8.1.2应征设计文件和设计成果的知识产权由主办单位/承办单位与应征人共同享有。
8.1.2 The intellectual property rights (IPRs) of the Design Proposals and design results shall be commonly owned by the Sponsors/Organizers and the Participants.
8.1.3应征人对其应征设计文件享有署名权，在征得主办单位/承办单位书面同意后可通过传播媒介、专业杂志、书刊或其他形式评价、展示其应征设计文件的相关内容。除应征人的设计标准、设计导则和绘图元素以外，应征人不得将应征设计文件及设计成果用于其他的设计项目。
8.1.3 Participants hold the right of authorship for their Design Proposals and can comment on and display such Design Proposals in the forms of media communications, trade magazines, publications among others after granted with the Sponsors’/Organizers’ consent in writing. The Participants shall not use the Design Proposals and design results on other design projects, except the Participants’ design standards, design guides and principles, and drawing elements.
8.1.4应征人应保证提交的应征设计文件及设计成果在中华人民共和国境内或境外没有且不会侵犯任何其他人的知识产权（包括但不限于著作权、专利权）或专有技术或商业秘密。应征人应保证，如果其应征设计文件使用或包含任何其他人的知识产权或专有技术或商业秘密，应征人应已经获得权利人的合法、有效、充分的授权。应征人因侵犯他人知识产权或专有技术或商业秘密所引起的全部赔偿责任应由应征人承担。
8.1.4 Participants shall ensure that all the submitted Design Proposals and design results hA/Ve not infringed upon and will not infringe upon IPRs (including but not limited to copyright and patent right) or proprietary technologies or trade secrets of others within or outside the People’s Republic of China. The Participants shall guarantee that if their Design Proposals use or include IPRs or proprietary technologies or trade secrets of others, the Participants shall hA/Ve already obtained legitimate, valid and sufficient authorization from the right holders. The Participants shall take all liabilities for any compensations arising from infringement upon IPRs or know-how or trade secrets of others.
8.1.5主办单位/承办单位有权在本项目的规划设计中使用应征人提交的规划设计成果，主办单位/承办单位在项目的规划设计中或在规划设计方案调整综合时可以全部或部分使用应征规划设计成果的内容，也可以对其进行修改。主办单位/承办单位不得将应征设计文件及设计成果用于本项目以外的其他项目。
8.1.5 The Sponsors/Organizers hA/Ve the right to use the planning and design results submitted by the Participants in the planning and design of this Project. The Sponsors/Organizers are allowed to use the Design Proposals in whole or in part in the planning and design of this Project or the adjustment and integration of the planning and design proposals, and hA/Ve the right to modify them. The Sponsors/Organizers shall not use the Design Proposals and designresults for a purpose other than this Project.
8.1.6主办单位/承办单位可以对所有应征设计文件及设计成果印刷、出版和展览，并可通过传播媒介、专业杂志、书刊或其他形式评价、展示、宣传应征设计文件及设计成果，但应注明设计机构的名称。
8.1.6 The Sponsors/Organizers can print, publish and exhibit all the Design Proposals and design results, or comment on, display and publicize the Design Proposals and design results via media communications, trade magazines, publications or by other means. The precondition is indication of the names of design entities for such design.
8.1.7应征建筑设计方案（如果有）的著作权归属于应征人，但景观小品及其建构筑物除外。
8.1.7 The copyright of architectural design proposals (if any) shall belong to the Participants, except for landscape embellishments and their structures.
8.2应征设计补偿金
8.2 Compensations for Designs Proposals
承办单位将向按征集文件的要求在规定的时间内提交了有效应征文件的应征人支付应征设计补偿金（以下简称“补偿金”），金额为人民币60万元（含税）。当应征人出现下列情况时，承办单位将不予支付补偿金：
The Organizers will pay compensations for design proposals (hereinafter referred to as “compensations”) in the amount of RMB 0.6 million (including tax) for any Participant that has submitted valid response documents within specified time frame as required per Solicitation documents. The Organizers will not pay any compensation when Participants are under any of the following circumstances:
（1）应征人未能在征集文件规定的时间内提交应征文件；
（1）Participants fail to submit their response proposals within the time specified in the Solicitation documents;
（2）应征人提交的应征文件被应征设计方案评审委员会认定为未对征集文件的要求作出实质性响应；
（2）The response proposals submitted by Participants are judged, upon the Jury review, as not substantially responding to the requirements of the Solicitation documents;
（3）应征人被取消应征资格。
（3）Participants are disqualified.
8.3奖项的设置和征集后续工作
8.3 Awards settings and follow-up work for the solicitation
（1）奖项的设置：本次方案征集将评选出2个优胜设计方案。
（1）Awards settings: There will be two winning design proposals selected in this solicitation.
（2）征集后续工作：主办单位/承办单位将从其方案被选为优胜设计方案的应征人中选择1个应征人进行方案综合、深化，完成规划区修建性详细规划阶段的城市设计及导则编制，并另行签订咨询服务合同，费用为人民币80万元（含税）。
（2）Follow-up work for the solicitation: The Sponsors/Organizers will select one Participant whose design proposal is selected as one of the winning design proposals to complete the integration and optimization of the Design Proposal. This chosen Participant will be responsible for conducting the urban design and guideline formulation for the site plan stage of the planned area. Moreover, a separate consulting service contract will be granted, with a value of RMB 0.8 million (including tax).
（3）其方案被选为优胜方案但未获得后续咨询服务合同的应征人，根据主办单位/承办单位的意见完成方案优化工作后，承办单位将向其支付方案优化费用人民币10万元（含税）。
（3）Participants whose design proposal is selected as one of the winning design proposals but do not secure the subsequent consulting service contract will receive an optimization fee of RMB 0.1 million (including tax) from the Organizers upon completion of the optimization work based on the opinions of the Sponsors/Organizers.
8.4补偿金和优化费用的支付
8.4 Payment of compensations and optimization fee
应征人的补偿金及优化费用以人民币支付。如境外应征人在中华人民共和国境内没有常设机构，也没有可以接受人民币的中华人民共和国境内账户，可委托中华人民共和国境内的收款人全权处理收付款事宜，并为其代缴各种中华人民共和国境内税费，由此而产生的相关费用由应征人自行承担。
Payment of compensations and optimization fee will be made in RMB. In the case where an overseas Participant has neither permanent institution nor domestic account within the People’s Republic of China to accept RMB, a domestic payee within the People’s Republic of China may be authorized to handle payment matters in full powers and be entrusted to withhold/pay various taxes within the People’s Republic of China. The relevant expenses incurred shall be borne by the Participant.
8.5适用法律
8.5 Governing laws
本次征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。
The solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.
8.6语言
8.6 Languages
资格预审文件以及与资格预审文件相关的补充文件和澄清文件均使用中文和英文书写。申请文件应使用中文书写，申请人随申请文件提供的证明文件和印刷品可以使用另一种语言，但应附中文译本。在中文与其他语言的意思表达不一致时，以中文为准。
The language used in the Prequalification documents and any supplement and clarification documents thereto shall be Chinese and English. Application documents for Prequalification shall be drafted in Chinese. Another language can be used for the proof documents and printed materials that Applicants provide along with the Application documents, but the version with Chinese translation shall be attached thereto. In the case of inconsistent expressions in both Chinese and another language, the Chinese version shall prevail.

本次征集活动的最终解释权归主办单位和承办单位。
The Sponsors and the Organizers reserve the power of final interpretation in view of the solicitation.
