3、投标人资格要求

（1）本标书要求投标人或投标联合体牵头人必须是气体成套设备（GC&GR&BSGS）供应商，须具有2个及以上半导体集成电路制造（非研发、非扩建、非改造）特气全系统项目建设经验，且单个项目自有气体成套设备（GC&GR&BSGS）供应规模达到50套以上，其中混配系统需有两个半导体集成电路项目成熟运行案例，（列举项目名称），并提供如：项目的销售合同、用户调查反馈表、项目验收报告等能充分证明并可验证的材料（可验证的客户联系人和联系方式）。
This document requires a bidder or bidding consortium led by people are gas equipments (GC&GR & BSGS) suppliers, hA/Ve tow and experience in semiconductor (non-r&d 、non-expansion、 non-reconstruction) projects, and a single project has its own gas supply complete sets of equipment (GC&GR & BSGS) scale amounting to more than 50 sets of list，the mixing system requires two mature operation cases of semiconductor integrated circuit projects. (project name), and provide such as: project of the sales contract, user surveys, feedback, project acceptance report and other materials can be fully proved and verifiable (verifiable customer contact and contact way).
（2）投标人或投标联合体牵头人应具备独立法人资格，和独立签订供货合同的权利；具备履行合同供货能力；投标人须具有有效的企业营业执照、企业（国、地）税务登记证、企业组织机构代码证（或提供统一社会代码的营业执照）。

（3）投标人或联合体牵头人在近三年内，在经营活动中没有重大违法记录和重大人身伤亡事故记录。
The bidder or the leading party should hA/Ve no record of major violation of law or major personal injury or death accidents in the business activities within the past three years.
（4）投标人或投标联合体牵头人必须通过ISO9001认证或同等质量管理认证资质。（提供证明）
The bidder or the leading party of the tender should hA/Ve obtained the authentication of ISO9001 Quality Management System. or equivalent quality management certification（please supply proof of documents）
（5）投标人或投标联合体牵头人过去3年的年平均营业额不能低于1300万美元, 须提供过去3年会计师事务所审计的财务报表和审计报告。（请列举）
The A/Verage revenue over the past 3 years of the bidder or the leading party is not less than $13 million,and should provide the financial statements and audit reports audited by the accounting firm in the past three years .（please supply proof of documents）
（6）投标人或者投标联合体中负责施工的一方必须具有以下证书（提供证明）

建筑机电安装工程专业承包一级或机电安装工程施工总承包一级或电子与智能化工程专业承包一级或以上
A-level or above qualification as specialized contractor of machinery equipment installation project
OrA-level or above qualification as general contractor of mechanical & electrical installation project
Or A-level or above qualification as electronic and intelligent engineering
具备《施工企业安全生产许可证》

（7）项目经理的资格要求：投标人拟担任本招标项目的项目经理必须具有10年的专业工作经验、有2个以上类似规模项目的项目经理业绩；应具备建设行政主管部门核发的合格有效的一级注册建造师执业资格，具备有效的安全生产考核合格证书。需在投标文件中提供相应证明材料，且证书状态为“正常”。并且不得同时担任两个及以上建设工程项目施工项目负责人。
The project manger is required to: with 10 years of project experience and 2 or more similar size working performance ；with the housing construction issued by the administrative department of Qualified and effective National Registered First-Class Contruction Engineer, with the valid Safety inspection certificate. All corresponding proof material shall be provided in tender documents, and the certificate status is normal. The project mange shall not be responsible for the construction project for two or more at the same time.
（8）项目设计经理的资格要求：投标人拟担任本招标项目的项目设计经理必须具有2个以上集成电路相关系统设计安装业绩并一直驻守现场;如果是外籍人员担任项目设计经理，须配备一个中方现场经理（中方现场设计经理同样需要2个以上同等规模项目的管理经验）。
The project design manger is required to: with 2 or more design and installation performance of system in integrated circuit and always present at the scene ; If the project design manager is a foreigner, one Chinese site manager is required （Chinese site design manager also needs more than 2 projects of the same scale management experience）.
（9）项目安全经理和质量经理的资格要求：投标人拟担任本招标项目的项目安全经理和质量经理需提供5年以上且不少于2个同类型项目的专业工作经验，并一直驻守现场。
The project Safety Manager and Quality Manager is required to: at least 5 years of professional work experience with at least 2 projects of the same type is required and always present at the scene ;
（10）投标人需要按照招标人的要求和格式提交主要设备、材料的制造商授权和承诺函。
The bidder shall provide manufacturer's authorization of the major equipment and materials, as well as commitment letter in accordance with the tenderee‘s brand and format
（11）投标人或投标联合体牵头人提供项目团队的组织架构人员，必须是投标方公司全职员工，并提供6个月社保证明。
The bidder or the leading party should provide the organizational structure of the project team, must be a full-time employee of the bidder company, and provide 6 months of social security certificate.
（12）本工程不得再专业分包或非法转包（劳务分包除外）。
The project shall not be professionally subcontracted or illegally subcontracted （except labor subcontracting）.
（13）法律、行政法规规定的其他条件。

4、本次招标接受联合体投标。/Joint Bids is A/Vailable.
（1）本项目允许联合投标，如果是联合体投标，则联合体各方必须按招标文件提供的格式签订联合体协议书，明确联合体牵头人和各方的权利义务；联合体成员不超过三家；联合体牵头人必须是二次深化设计的负责方。
The consortium bid is accepted in the tender. If the bidder forms a ConSORTIUM to make a joint bidding for the project, all members of the ConSORTIUM shall sign a consortium agreement according to the format in the bidding document. The consortium agreement shall definite the responsibility, right and obligation among the leading party and other members of the tender. The ConSORTIUM is no more than three union members. The consortium leader must be the responsible party of the secondary deepening design.
（2）联合体各方不得再以自己名义单独或加入其他联合体参与投标。
Each member shall not make a bid in this project in one’s own name or as a member of other consortium.
