3、投标人资格要求
投标人应具备的资格或业绩:（1）投标人须按招标文件第一册第四章格式IV-9.资格证明文件格式的要求填写和提交有关资料；
All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information；
（2）本项目的投标人须是有能力完成招标货物系统设计、售后服务及培训等全过程工作的制造商或制造商直接授权代理商。
The tenderer for this project shall be the manufacturer or the manufacturer's authorized agent who is capable of completing the whole process of bidding for the design of the cargo system, after-sales service and training.；
（3）如为代理商投标：
If as an Agent:
1）须为制造商在大陆总代理或长期代理（提供总代理或长期代理协议书/授权书），同时须提供制造商对本次投标出具的唯一正式授权书；
Must be the manufacturer's sole agent or long-term agent in the Chinese mainland (providing the sole agent or long-term agent agreementauthorization) and must be accompanied by the manufacturer's sole formal authorization for the tender；
2）投标人在当地依法登记注册的时间距开标之日须满三年，并提供营业执照等注册登记的有效证件复印件；
The time for the bidder to be registered in the local law shall be at least three years from the date of bid opening, and a copy of the valid certificate for registration such as business license shall be provided；
3）开标之日前三年内，投标人须具有此次投标产品（与授权书制造商品牌一致）至少两个不同年份的销售业绩，并提供相应证明其销售业绩的合同或订单复印件，并由投标人代表签字或盖章。
Within three years prior to the date of bid opening, the tenderer shall hA/Ve at least two different years' sales performance of the tendered product (consistent with the manufacturer's brand of the authorization letter) and provide a copy of the contract or order showing the corresponding sales performance, signed or sealed by the bidder's representative.
（4）投标人须提供开户银行在开标之日前三个月内开具的资信证明原件或该原件的复印件（由投标人代表签字或盖章）。
The Bidder shall provide the original or copy of the credit certificate issued by the bidder's Bank of deposit within three months before the bid opening date (The signature or sealing by the respective of bidders is needed)；
（5）第八章中要求的其他合格的资格证书。
