二、申请人的资格要求：

normal style="margin-left:0.0000pt;text-indent:28.0000pt;mso-char-indent-count:2.0000;" >3.本项目的特定资格要求：（1）供应商必须具备承担和实施本项目的相应能力；（2）投标人必须具备行政主管部门核发的工程设计综合甲级资质或水利行业（灌溉排涝）专业设计甲级资质及以上资质，并在人员组成结构等方面具有相应的服务能力； （3）参加政府采购活动前三年内，在经营活动中没有重大违法记录声明函（格式自拟，加盖公章，法定代表人签字或盖章）； （4）根据财政部关于在政府采购活动中查询及使用信用记录有关问题的通知财库〔2016〕125号及相关文件要求，采购人、采购代理机构通过“信用”网站（www.creditchina.gov.cn）、政府采购网（www.ccgp.gov.cn）等渠道查询相关主体信用记录，若供应商存在被列入失信被执行人名单、重大税收违法失信主体、政府采购严重违法失信名单的情况，则不允许参加本项目采购活动，以评标现场的查询为准；（5）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得同时参加本项目的投标；（6）财务状况良好、依法缴纳税收和社会保障资金的承诺（加盖公章，法定代表人签字或盖章）。
