3.本项目的特定资格要求：
合同包1(周至县农商街路灯改造工程)特定资格要求如下:
（1）具有独立承担民事责任能力的法人、其他组织或自然人，并出具合法有效的营业执照或事业单位法人证书等规定的相关证明，自然人参与的提供其身份证明书；（2）授权书、被授权人身份证件及其复印件（法定代表人或负责人直接投标，只须提交其身份证）；（3）供应商应具备建设行政主管部门颁发合法有效的市政公用工程施工总承包三级及以上资质和城市及道路照明工程专业承包三级及以上资质，以及合法有效的安全生产许可证，并在人员、设备、资金等方面具备相应施工能力且无不良记录；（4）拟派项目经理具备合法有效的市政公用工程专业二级及以上注册建造师资格和安全生产考核合格证且无在建工程；（5）出具参加政府采购活动前3年内在经营活动中没有重大违法记录的书面声明；（6）供应商应在信用（www.creditchina.gov.cn）未被列入失信被执行人、重大税收违法失信主体及在政府采购（www.ccgp.gov.cn）未被列入政府采购严重违法失信行为记录名单（处罚期限届满的除外，如相关失信记录已失效，供应商需提供相关证明资料）；（7）本项目不接受联合体投标。
